Washington County, located in the southwestern corner of Utah and anchored by its county seat in St. George, maintains an active court system that produces a wide range of judicial records. The 5th District Court serves as the county’s general jurisdiction tribunal, handling everything from felony prosecutions and high-value civil disputes to divorce proceedings and probate administration. Several justice courts — operated by Washington County and individual municipalities — adjudicate misdemeanor, infraction, traffic, and small claims matters. A separate Juvenile Court addresses cases involving minors. Together, these courts generate extensive records that are accessible to the public through multiple channels.
For those looking to locate court case information in Utah, a number of official resources are available. Clerk offices at each courthouse accept in-person requests, and most district court locations offer public computer terminals for on-site research. Online tools maintained by the Utah judiciary also provide electronic access to case data. UtahCourts.us can serve as a starting point for identifying publicly available case information across the state’s courts.

Two primary electronic portals are available for searching Washington County court records:
-
MyCase — Intended for parties to a case (plaintiffs, defendants, petitioners, and respondents). MyCase allows litigants to view records of their own open and closed cases filed in the District Court and Justice Courts at no charge. An account requires a case number, an email address, and a government-issued ID.
-
Xchange — The public case search tool. Anyone can use Xchange to look up case summary information, including party names, assigned judges, attorneys of record, filed documents, hearing dates, judgments, and case outcomes. Xchange covers both district court and justice court cases entered into the Courts Information System (CORIS). Searches can be conducted by name, case number, or other criteria. A one-time use or guest account costs $10.00, with individual searches charged at $0.35 each and document images at $1.00 each. A monthly subscription is available for $40.00 per month (covering up to 500 searches), with a $25.00 initial setup fee.
-
Public Terminals — Available at most District Court locations, including the St. George courthouse. These terminals provide free access to the CORIS case management system during business hours.
GRAMA Records Requests
Records can also be requested through a formal Government Records Access and Management Act (GRAMA) submission. The GRAMA Records Request Form should be completed and submitted by email to grama@washco.utah.gov, by fax to (435) 301-7249, by mail, or in person to:

Requests for video or audio recordings of court proceedings in the 5th District Court should be emailed to stgcopies@utcourts.gov. A request form is available for download from the court’s website.
Are Court Records Public in Washington County?
Utah law establishes a strong presumption that court records are open to the public. The Utah Government Records Access and Management Act (GRAMA) provides the statutory framework for government record access, while Rule 4-202.02 of the Code of Judicial Administration specifically classifies court records into several tiers of access.
Under Rule 4-202.02, court records fall into the following categories:
- Public — Case files, appellate filings, opinions, orders entered in open hearings, financial records, indexes showing party names and case numbers, and public documents filed electronically since July 1, 2010, are all accessible to anyone.
- Private — Accessible only to the parties, their attorneys, and authorized persons. This category includes medical, psychiatric, and psychological records; personal identifying information such as full Social Security numbers and driver’s license numbers; jail booking sheets; victim impact statements; Child Protective Services investigation reports; and records of indigency determinations.
- Sealed — Adoption records (sealed six months after proceedings conclude), expunged criminal records, wills deposited for safekeeping during the testator’s lifetime, and records of Children’s Justice Center investigative interviews after legal proceedings conclude.
- Protected — Attorney work product, records subject to attorney-client privilege, presentence investigation reports, and probation reports.
Effective April 1, 2012, certain domestic relations case types became partially private. In divorce, custody, guardianship, conservatorship, cohabitant abuse, and paternity cases, the case history with minute entries, judgments, orders, decrees, and letters of appointment remain public, but other filings in the case are private unless otherwise ordered.
Juvenile court records carry their own classification system. Juvenile court legal records — including pleadings, orders, and hearing records — and juvenile court social records — including evaluations, treatment plans, and probation reports — are each governed by distinct access rules and are not available through Xchange.
Washington County Criminal Court Records
Criminal jurisdiction in Washington County is divided between the 5th District Court and the various justice courts. The District Court handles all felony prosecutions and Class A misdemeanor cases. Justice courts process Class B and C misdemeanors, infractions, and traffic offenses.
Searching Criminal Court Records
Criminal case information can be located through several methods:
- Visit the clerk’s office at the 5th District Court (206 W. Tabernacle, Suite 100, St. George) or the relevant justice court and request access through public terminals or staff assistance.
- Search Xchange by defendant name or case number. Criminal docket entries, charges, dispositions, and public documents are displayed for cases in the CORIS system.
- If you are a party to a criminal case, use MyCase for more detailed access to your own case file.
Sealed and expunged criminal records are not displayed on Xchange and cannot be obtained through standard public access channels.
Arrest Records and Law Enforcement Requests
The Washington County Sheriff’s Office maintains arrest records, incident reports, and booking information. To obtain copies, submit a Records (GRAMA) Request through the Sheriff’s website. Requesters must provide their name, contact information, and case-specific details such as the case number, date of incident, and incident type. Each copy of a report carries a minimum fee of $5.00. A response should be expected within 10 working days.
The Washington City Police Department also accepts records requests through its online form or via email at police@washingtoncity.org.
Washington County Civil Court Records
Civil disputes in Washington County are heard in the District Court for general civil matters and in the justice courts for small claims cases. Since 2009, all small claims in Utah are filed in justice courts. The District Court handles civil lawsuits involving larger amounts in controversy, property disputes, and breach of contract claims, among other matters.
Accessing Civil Records
Civil case information is searchable through Xchange, where users can view party names, attorneys, filed documents, hearings, and judgments. Public electronic documents filed in district court civil cases since July 1, 2010, are available for purchase at $1.00 per document through Xchange.
Parties to a civil case can use MyCase at no charge for detailed access to their own case records. The public terminals at the St. George District Courthouse also provide access to civil case data during business hours.
For copies of civil records not available electronically, a GRAMA request can be submitted to the Washington County Clerk/Auditor or to the clerk of the court where the case was filed. Standard photocopy costs are $0.25 per side, and certified copies are $4.00 per document plus $0.50 per page.
Small claims cases filed in justice courts — including the Washington County Justice Court — are also searchable through Xchange, although historical coverage varies depending on when each court began using the CORIS system.
Washington County Family Court Records
Washington County does not maintain a separate family court. All family and domestic relations cases — including divorce, legal separation, annulment, child custody, child support, paternity, cohabitant abuse protective orders, and adoption — are adjudicated by the 5th District Court.
Privacy Restrictions on Family Records
Family law records in Washington County are subject to significant privacy protections under Rule 4-202.02. In cases involving divorce, annulment, grandparent visitation, temporary separation, custody, child support, cohabitant abuse, paternity, guardianship, and conservatorship, the following elements remain public:
- Case history with minute entries of public hearings
- Judgments, orders, and decrees
- Letters of appointment
All other filings in these case types are classified as private and accessible only to the parties, their attorneys, and others authorized by the court.
Adoption records are classified as private during proceedings and become sealed six months after the conclusion of the case. An adoptive parent — or an adopted individual who was at least 18 at the time of adoption — may request access to adoption records by completing the Request for Certified Copy of Adoption Decree form and filing it with the District Court clerk.

Washington County Probate Court Records
Probate matters in Washington County are handled by the 5th District Court, which serves as the probate court for the county. The court oversees the administration of estates, probate of wills, appointment of personal representatives, and guardianship and conservatorship proceedings.
Accessing Probate Records
Probate case files are generally classified as public records and can be searched through Xchange or at the public terminals in the St. George District Courthouse. Case information including docket entries, filed documents, orders, and decrees is accessible through these channels. In guardianship and conservatorship cases, certain filings are private under Rule 4-202.02, although the case history, judgments, orders, decrees, and letters of appointment remain public.
To request copies of probate documents, contact the 5th District Court clerk:

Wills deposited with the court for safekeeping during the testator’s lifetime are classified as sealed records under Rule 4-202.02 and are not accessible to the public. Once a will is admitted to probate after the testator’s death, it becomes part of the public case file.
Guardianship proceedings — including those involving the appointment of a guardian for a minor or an incapacitated adult — are partially private. The name of a minor party in a guardianship or conservatorship case remains public, but medical evaluations, personal financial information, and other sensitive filings carry private or protected classifications.
Individuals filing probate, estate, or guardianship matters in the 5th District Court should be aware that electronic filing is available through the Utah judiciary’s system. Court forms and self-help resources for probate matters can be found on the Utah Courts website.
